This is nothing new. 2 tier non-A/C sleeper coaches were used for a long time on IR, well into the 80's.
They were discontinued as the 3-tier design was found to be better for increasing passenger capacity and increasing the revenue per coach.
Putting back the middle berth is a relatively trivial task. Coaches which will be brought back into service will mostly be given back their middle berths.

Can IR use it as additional RCA coach? Assign Upper birth to 1 Passenger and sale 3 or 4 RAC tickets for Window Bench. This will help to carry more capacity and may not need additional class. Can be added to more bz routes.

Anyways, to maintain social distancing railways are planning to keep middle berth vacant as per some news articles.
These coaches would come handy at that time.
No harm in introducing a higher priced sleeper class version without middle berth again than re-fitting these coaches with middle berth.
It would get good response from public as people will be more hygiene conscious now
