It will be a big wonder if a few ac local services offered by WR go fully occupied. Frequency of ac local trains have to be high enough to motivate people to buy monthly pass. Sale of single journey tickets for ac locals, which are very costly is likely to be low.

If I am allowed to guess, in Mumbai all trains will be full in the peak hours (morning towards Churchgate and evening towards Virar). The cost of a monthly pass will be 20-30% more than a first class pass. If they dont get the AC local on a particular day, they will use the pass in the First Class of the next available train

Hope Rly would permit ac pass holders to travel in first class coaches. Else entry in any coach with a ticket of other class is considered as without ticket in IR.
