* It is quite expected. Mr. Prabhu, a man of principles, considered Rly ministry as a responsibility/ challenge and not the privilege to wield power and mint money. Else he would not have merged Rail budget with general budget and delegated the highly coveted and huge tendering powers to GMs & DRMs.
* Mr, Prabhu has made the job of RM not so glamorous (devoid of Rail budget) and meaty (delegation of financial powers) as it used to be , so post of RM is not so coveted as it used to be earlier. New RM may try to snatch back the financial powers from the Rly officials.
