A person trying to put cement concrete block on tracks for second time after being caught for first time. If the person is declared mentally unfit, then he must be sent to mental asylon for a long tern until he is fit. Else be sent for long term prison without any leniency.
Such persons should be classifed as national enemy and such persons roaming free pose great danger to crores of paxs travelling on IR every day as well as to national property (IR).
