(1) IR has burnt its hands enough through the huge losses in the non ac suburban travel in Kolkata, Mumbai, Chennai etc, it shall never be ready to open new loss making suburban accounts and always ask for no profit no loss in any new suburban deal.
(2) In the era of intra-city metro travel, state govts should make plans for the new metro routes well integrated with the city development plans and implement it in time bound manner. Main line IR tracks must be left for long distance trains which are the only mode of long distance travel in our country and foster the national integration.

In todays perspective when IR is investing heavily to decongest its main lines for free, fast and safe operation of its long distance express as well as freight trains, starting heavily loss making new suburban trains on existing mainlines shall be a retrograde step.
(4) More over running pattern of suburban trains are very much different than Express/ freight trains, their entry shall complicate the train operation/maintenence and kill the speed and punctuality of long distance trains. As a result safety is also compromised.
(5) When suburban trains were introduced in Kolkata, Mumbai, Chennai, about century back, the mainline tracks were grossly under utilised and modern means of intracity travel like Metro trains, Mono rails, BRTS etc were not discovered/prevalent. Today the scenario is entirely different.
