The berths allocated as HQ quota for emergergrncy allocation to staff, senior officials, reco lettering will not get booked everyday and also tatkal in long distance trains particularly the trains with premium tatkal and these berths will appear in current availability after charting. As a result genenuine paying travellers of last minute opt other modes as they see WL. Rlys should reduce these unnecessary quotas for all trains and merger into general booking. Some quota may be allocated to the trains which has such demand.
