India should introduce guard rails, so that in case any derailment occurs, until the train comes to a stop, the movement of trains out the track area can be prevented to some extent.

Ok but...
First they must ensure primary maintenance of Wagon Rakes like Passenger trains.
Specially wagon rakes under GPWIS (general purpose wagon investment scheme) which are plying just like dumpers/trucks in colliery or iron ore mines leaving no or minimum scope of maintenance thereby causing derailments of wagon nation wide.

The train driver and assistant driver of the passenger train are credited with preventing a major disaster by applying emergency brakes. After 41 hours, rail operations resumed on the third line. Investigations are ongoing, and the Railway Ministry has demanded an immediate report on the cause of the accident. The Chief Safety Commissioner, Janak Kumar Garg, has initiated an inquiry, questioning the drivers and crew of both trains.
