I have to book ticket for 15 November 2024. but this train is not visible in IRCTC after 13th November.

There will be slight change in composition so reservation is suspended from November in many trains. Check every 3 days for booking.
I agree with you, and IR will try to increase more GN/SL and try to reduce 3A or 3E class.
