Do waitlist TATKAL ALSO GET confirmed, if they do, then do they get preference over normal waitlist tickets
nowadays they have started providing RAC in duronto and rajdhani, how many RAC are kept in a COACH

i have to book 12650 karnataka sampark kranti exp for monday fro ndls to kacheguda...since the train departs at 0645 on monday, will tatakal open on saturday instead of sunday for this train..as it is before 0800am

that is there but this train's chart will be prepared on sunday night itself
i have seen tatkal is keeping in mind the chart prep time and date & not the departure time and date

just for the train whose chart is prepared on the previous night itself, like ap express which is at 0625..follows similar pattern..i have suffered while booking that practically

its not coming, i had booked a ticket 2 months ago, where this was happening, checking again now. as of now what you said is correct
today i can book tatkal for secunderabad to delhi 22691....12647....12649 for monday's journey...that is two days before . thats why i could guess
