It is showing 'service not available' because you were checking at midnight. IRCTC/PRS services are not available between 11.45 pm - 12.20 am

For someone planning to go to Goa for a holiday from Bangalore, 17309/07309 do not have good timings at all - leave Bangalore too early (requiring leave from office/missing some time at school or college) and gets into Goa way too early to check in to most hotels. The new special is far better timed that way. 17311 is probably the most convenient.
In the return direction, both 07310 and the special reach Bangalore a little too late to conveniently attend school/work the same morning. Here too 17312 is better timed.

This has nothing to do with IRCTC. The PRS has a 15-character limit for train names - some official from the Chennai PRS node would have shortened the name to this incomprehensible form. IRCTC is just showing you what the PRS is telling it - even a counter bought ticket will have the same name printed on it.

It is not the same thing. A CJT or through ticket gives passengers the advantage of lower fares through IR's telescopic fare structure. Linking two PNRs that have already been booked does not appear to be a case of providing passengers lower fares - just a reduction in the amount of inconvenience they will face if they miss a train due to late running of the previous train.
