I think instead of launching this VB, they should have simply extended Lko Gorakhpur VB to PNBE which is also shorter than this route.

My suggestions:

1. Instead of Vadodara- Kota, it should be either Ahmedabad-Kota or Surat-Kota. Both of these would provide better patronage and can be worked out eassily as well.

Barmer will not have enough passengers. Even Udaipur- Jaipur is running empty (which in my opinion should be extended to Delhi Cantt)

3. Delhi- Bikaner would also flop most likely. Only way it can survive is aggressive timing (less than 5:30 hrs) and morning departure from DEC which should allow passengers to reach Bikaner before 11:30.

I don't know why no one talks about this but a definite VB is needed between MAS and SEC. And this could be worked out with a little imagination and 8:30hrs time duration. This should be a runaway success. Another 2 VB that should be taken on priority are SEC- Pune and ADI -JP.

ERS to Madgaon is around 730km, wouldn't be possible I think. Extending towards Panvel will be even more difficult. I think this needs to be extended till Kozhikode (not sure about availability and possibility of PM/SM though).

I am not sure why having 2 linguistics regions is an issue? Are you suggesting IR will need more capable workforce which would be able to communicate to passengers effectively or you mean thete wouldn't be enough passengers? I think there should be enough passengers at least better this this current occupancy.
