I didn't want to create an account here to get involved on this, but this is pretty serious. Please do have a valid reason.

The point here is not sharing of documents, many have shared many things here. Sometimes those are RTI replies and sometimes even data of confidential sites.
Problem is- adding your watermark. You SIMPLY cannot add your Watermark to any Official Document. This would result in legal action.
