You are right , every train which bypasses Bareilly using Chandausi loop should halt at Bareilly cantt. This station should be developed as a satellite station for Bareilly , like manduadih , aishbagh etc.

Daulat Singh Dhoni after years of struggle became successful in changing the name of chaneti to Bareilly cantt , but his vision was that express trains should halt at cantt . Railway planning is so pathetic that we cant expect anything from railways Bareilly is the biggest town from new delhi to Lucknow but still crawler trains skip Bareilly ,, trains like begumpura halt at Shahjahanpur but not at Bareilly ,this is really ridiculous ,

There is a need of such train which will depart from Bareilly between 5 pm - 6 pm , but i dont think a slip train will be feasible , it need to be attached at Rampur with Kathgodam ndls shatabdi .hardly 5-6 coaches can be added to the existing rake .
I dont know why this track is so slow , Kathgodam ndls shatabdi is the slowest shatabdi , NR should start a all new shatabdi from Bareilly at 5 pm in the evening and reverse timing should be 7 am from ndls . Also this train should commence the journey within 4:30 hours then this will be very beneficial for Bareilly , rampur Moradabad.

NER should start all the MG trains used to run on this section like Gokul express , Kanyakubz express , Rohilkhand express ,etc
