Your query is not clear. As such TTE have no power to allot any seats already alloted to the passengers and their names are appearing in the chart. The passengers holding tickets would not allow such to happen as they paid for the tickets and have confirmed reservation at the chart time and hence legally entitled to the alloted berth.
@ The TTE's have discretion in allotment of seats which remain vacant after train departure in view of reserved passengers not turning up. Plus TTE's have power to allow to the extent of un-booked seats... any unreserved ticket passenger on payment and allot any such seat.

When is the chart prepared.. i have to board a karnataka express which departs at 9:15 pm from delhi
The chart at New Delhi station will be out around 3 hrs before departure time and in the timings say between 6.15 to 6.45 pm. By now it's either out or on the verge of being out. Undertake your PNR status check up plz.

No food cost is included in the fare of Jan Shatabdi trains. ( note that food cost is included in Shatabdi trains and not Jan Shatabdi trains).

Please Double and Electrify Pune-Miraj-Hubli rail line. This will help railways to introduce high speed trains between route. Also, while doubling, the ghat sections between Pune and Satara can be bypassed with tunnels similar to what has been done in Konkan railway. Bypassing ghats in Pune-Satara section will reduce the Pune-Bangalore distance by over 50 km.

Number of projects are enlisted in Rly's Vision 2020 document. The Railways vision is to expand the network - be it train routes, speed, guage conversion, electricification, seperate corridors for goods trains and such other number of rly projects...in all around (including Bullet Train) . The Vision is set to acheived in next 10 yrs what has been acheived in last 60 yrs. So the speed set is 6 times more. To give an example... The Rlys vision to cover 1000 kms guage conversion for every year for next 10 yrs.

Already there is a glaring example of idle railway line (after it's broad guaged) for last 5 yrs between Dhola Jn.-Mahuva Jn. in Saurashtra (Gujarat). After it's opened, only one train Mahuva-Surat is running and that too it's a weekly train. Such is the colossal of resources which has not been put to use even after it's ready. The concerns have from time to time been raised with Western Rly Zone but all in vain.

It is one direct train only. Both for passengers boarding at Amritsar and boarding at Chandigarh.

2926A is called the slip route of the main route of Paschim Express. (Slip route means few bogies of a train from Kalka are detached at Ambala Cantt and attached to the 2925/Paschim Express. The route from Kalka to Ambala Cantt is called and known as slip route of Paschim Express.
