17301 is not speeder up at all. Only arrival time at daund and Solapur changed. Bhigvan stop has been removed that's it. In fact train is slowed between daund and Solapur as per below attachment.

Just for your convenience you cannot change the timings of other trains. Ltt vskp arrives at 4 am at vskp which is beneficial for them. Not all trains can run as per your convenience.

Instead of only talking about udyan please refer some facts. Ltt vskp starts at 6:55 am enroute it stops at Thane outer to switch tracks from 5th line to 3rd line. Meanwhile you have sewagram exp and intercity exp crossing near Thane station. Further if the train gets detained even for a min it will throw out schedules of local trains leading to chaos. Further the pf at ltt are 6 in numbers and there are trains every half an hour. So to change the schedule by 25 mins you have to do so many changes as above which is extremely cumbersome. Central railway is under tremendous pressure to maintain suburban railway punctuality.

PFA details of cancellation and diverted trains.
In short, all passenger trains are cancelled along with Basava, Hussain Sagar and Hubli Express.
