14 Prima Facie Cause 600 packets containing Nokia Mobile sets with Lithium Ion batteries were stacked in layers compactly right from the floor to roof of VPH, thus leaving no space for circulation of air through the Louvers. Moreover, sunlight was also falling from louvers on some of the packets. On the summer afternoon the ambient temperature was very high, rail temperature recorded at BOE, MFA-BOE & AZR-MFA was 48, 46 and 45 degrees respectively. As such it seems that due to non-circulation of air, the temperature in the VPH / in the areas containing Nokia Mobile Packets may have risen further high. This supplemented with falling of sunlight from the louvers may have caused self ignition of lithium-ion batteries leading to fire in the VPH (Received through FAX at 15.30 hrs on 30-Jul-09)
