misunderstood - IF vacancies are there in the next higher class, the confirmed passengers of the next lower class are shifted to the higher class. consequently, the WL position of that class increases - in your example, 1a - 10 vacancies, so 10 confirmed 2A shifted to 1A. so WL25 (pre-upgradation) will be reduced by 10 numbers and position of 2A will be WL15 (post upgradation of 10 passengers). since there is a wl in 2A and no vacancies in 2A, no more upgradation from 3a to 2a is possible. trust your doubt is cleared. similar position with other classes.

First WL is been cleared & that means moving passenger count to next level, based on next level AVL!!
Selection is random & it can be any, WL or CNF!!

But Sir, If both Confirmed and WL Ticket Holders can be considered for auto upgradation, if Confirmed ticket holders are upgraded to AC I, and some seats are cleared in AC II why the WL Ticket holders are given those seats? What about the RAC People? We alwways knew RAC people have preference over WL people. So why is the discrepancy happenin here?

This WL needs to be cleared first, if not cleared, no Upgradation from 1 level down!!

the lower class selection is done randomly, CNF/WL/RAC anyone, but 2 (No RAC offered while upgrading, a CNF getting promotion but RAC would not like it)
2 RAC upgraded, 2 RAC CNFed or 2 WL become RAC
2 CNF upgraded, 4 RAC CNFed or 4 WL can become RAC or 2 WL can become CNF!!
2 WL upgraded, WL goes down & no change in CNF/RAC Configuration!!
ANYTHING!!
