Blogs are locked for many different reasons. One of them as remarked by you is arguments/issues.
Another important reason is inactivity, or when there's nothing much left to say. This is purely a judgement call. There are some advantages to locking such posts.
Locked posts remain static over time, providing the same nugget of focused information forever. No one can...
more... add further to the discussion. Admins do not have to spend their scarce time and resources moderating such entries, since the discussion has ended, and nothing will change. Our visitors will benefit too, since that entire entry contains some discussion that might be of use to them, but there is no risk that they’ll find something offensive due to some addition. As our daily blog post rate increases, it is increasingly important to lock dormant entries (once again, this is a judgement call) so that moderating the forum does not take too much of people’s time.
Kalinga’s locked this entry for the second reason. It is a deficiency of this site, that due to scarce resources, we do not have a guidebook and FAQ explaining the above. Apologies for the same. However, you may ask our senior Admins if you need help or clarity regarding these matters.
