I don't think this to be happening in the near future as Govt of India has suspended import of high quality coal since COVID times due to high price and to save foreign reserves. Instead they are planning to Increase the local capacity.

click hereConclusion: Chhattisgarh people may continue to suffer despite quadrupling project of JSG-NGP as traffic is going to see a major surge in coming years.
The only solution comes to my mind is that there should be more and more new rail routes like Mahasamund- Bargarh, Katghora-Dongargarh, Raipur-Jharsuguda, katghora-Ambikpur-Barwadih/Renukoot, korba-Gumla etc. so as to divert the fright trains using Mumbai Howrah main line and ease the traffic.
Also since inception of SECR no new rail routes have been laid so far as can be seen.(decrease in length can be due of closure of narrow gauge)

The main problem is Chhattisgarh being having less parliamentary seats doesn't have powerful voice for its genuine demands and thus gets looted.
But still hope for the best.
