It's all politics.. Just bcoz CG has Congress led Govt, inauguration is taking place at Nagpur, so that newly formed Bjp Govt may benefit more there.
Train is of SECR and CG connectivity towards Nagpur is the main intention. Ideally inauguration should have occurred at Bilaspur/Raipur through VC if not possible physically.
But since expressway, metro, line tripling and other facilities are being inaugurated at Nagpur this was also clubbed with the same.

Nagpur public was vying for Mumbai/Pune VB, they didn't even demand for this VB.
And for this, empty rake haul from bsp to ngp and then slow trip with brief halts here and there for public demonstration today is being organized.
And what CG public is vying for past one year;
that punctuality of existing trains be improved the situation as is in Jharsuguda bilaspur section be improved and they be prioritized more than freights, more than this VB.
