Yes SER zone is to be blamed for not taking passenger friendly steps.
But i will also blame Adra Division for being a non-passenger freindly zone and only freight zone. Till today Adra Division do not have a single express train with PM @Adra division any station. Why??? Even Adra division do not have any dedicated mail/exp train numbering like "080XX" for KGP Div, "081XX" CKP Div, "086XX" RNC Div. Why ? It is not shamefull?

more... through Adra Division, How many dedicated MEMU trains Adra Division has as on today??? Adra Division at present has only 1 pitline in whole Division i.e. at Adra. Why? Passengers prefer Bus or go to ER side to catch trains to different directions because of poor railway connectivity to different directions. Adra division has important stations like Bokaro, Purulia, Adra, Bankura, Bishnupur, etc but don't have enough trains from these stations, only freight movement everywhere. If RNC, CKP and KGP Div being in so called freight freindly SER Zone can have its own passenger long and short distance exp trains, then why not Adra division? Because of lack of initiative and lack of interest to run passenger trains. Don't blame only SER, if KGP, CKP, RNC div can do why not Adra Div?
I have not seen Adra Division even proposing for any dedicated long distance trains to any direction in any of the IRTTM or even in zonal meetings. Why? Who is to be blamed for not even giving a proposal. Only MEMU trains r proposed not express trains
Freight train required but passenger trains r also required for public like us to travel.
