more... to my knowledge no one is using 52kg rails for 130. Also, from 2019, it is advised to use 60kg rails in new line and CTRs.
4. Signal :- Minimum ABS signal system is required. Mechanical interlocking is not allowed. RRI or SSI interlocking is expected.

Electrification is not mandatory, but it is expected that all OHE are capable for 130 kmph (Rise Reach OHE is exception as of now, but IR is considering no issue in 130 using front panto)
