Many Keralites work in Gulf countries… that's why you can see 2 - 3 Tier two cities of Kerala in the international list, nothing to do with importance though.

Calicut has international passenger as its in kerala and kerala people went to middle east thats the reason it is ahead in International... Same with lucknow
Lucknow has UP east saudi (gulf) movement thats why its in International not in Domestic..
Kolkata dont have International movement as such to find its rank in top 10

Kolkata is an international airport. It just didn't have enough passengers in the said time period.
Kolkata is probably the only proper functional international airport in east india states. There are other international airports like Bhubaneswar, Gaya etc but they are mostly naam ke vaste only.
