No strict action can solve this. Unions have been pledging before the board to reduce goods shunting and passing goods traffic. Case studies of point bursts, loop derailments and shunting failures are common. Now the mainlines are compromised too. Staffs are overworking to manage over utilised wagons, a threat to their life. Board is blindly forcing SER and other freight centric zones to increase loading statistics and revenue on it's existing overburdened network. EWDFC is still far fetched dream to come true.
