rather before time, at JRC, half hour stopped, at Ludhiana 40 minutes stopped, at UMB 30 minutes, why not advance the timing so that it reaches BRC by 11am instead of 1205 and destination 1 hour before

Meaning of slack time? But who bothers in IR as this train when started took 28 hrs to complete journey which got increased to 39 hrs and now 32 hrs, this is improvement or degradation?

No idea about the original timings of this train. But if what you are telling is true, its really BAD. This train shares time-slot with 12471 Swaraj Express and 12473/12475 till BRC and ADI/Hapa respectively.
If possible, kindly post the original TT with proof..Before 1999 it may be true, but since 1999, this train is following the same TT, lil bit here and there.

It is difficult to dig out the old material, two trains as it was around 1977-78 when started and were supposed to cover the respective distance in 28 hrs, Himgiri Exp and Swaraj Exp both got their speed destroyed. The dep. timing of Swaraj was 1900 hrs reaching BCT at 2310 hrs which was changed later and now it is departing at 1115 hrs. reaching BDTS at around 1800 hrs still 3 hrs more than the time it took approx 35 years ago, this used to go to BCT previously.
