more... the day ie they have peak hours where you may have trains operating with a gap of few minutes, putting tremendous load on grid, and you have off peak hours reserved for maintenance wherein you may not have any train for hour or two. For commercial consumers 'maximum demand' charge forms a significant part of power bill and for railways that is a huge cost owing to its nature of operation.
All of that means railways can be milked by power companies for money, which they do as the government doesn't have the guts to raise power tarrif for normal consumers because vote bank politics
For routes with very low loads railways will lose money on electrification as while electricity might be cheap, maintaining the additional infrastructure required for elocos, like the 25 kv overhead lines, traction sub-stations, SSP, FP and the wage bills of manpower required to maintain the same makes it uneconomical.
But for our short sighted leaders who are only concerned with coming to power rather than running the country efficiently, bleeding railways dry is an easier way than asking power companies to charge fair tarrif, or investing in super critical technology and upgrading transmission lines to make overall cost lower.
