Is there is any guide line Loco change location. Loco shed to be required for either or any side of LC.

Currently LC is carried out at ADI for Rajasthan or north bound train. Same can be possible at Abu Road but LC is carried out at ADI. Why at ADI???

Main difference is for maintenance loco comes only when their schedule is due. That is not a daily affair for each loco, so crew size required is small.
Plus,not much extra running crew is required to manage the task for hauling the loco.
Mostly with existing running trains only they are attached to reduce the light haulage cost

By LC at Abu Road IR can save Fuel cost. That amount cab be utilize for additional [temporary] man Power.

Managing loco changes requires a fair amount of infrastructure.
1| Crew lobby - If the station is handling a lot of loco changes, then adequate facilities will be required for the crew (LPs, ALPs etc).
2| Parking lines for locomotives - Dock sidings or parking lines will be required for the locos

Now the electrification is progressing on these routes and will be completed in an year or two at the most. For such a short period, there is no point in setting up all these facilities at intermediate stations (they will be unnecessary after complete electrification), so LCs will mostly be handled at already established points.

Setting up all the facilities for LC at intermediate stations just for a few months is an unnecessary expenditure.
