There are no specs available for this loco right now, but based on some older documents from RDSO, we can speculate about the loco.
1) It is most likely a regular WAP5H with a power rating of 6125 HP.
2) The locos will be fixed to the rake, as in permanently attached at either end of the rake.

more... to the rake, there is no need of having a cab on one end of the loco. So, it will have a cab at one end and a vestibule at the other end.
4) The loco will be HOG enabled, but as it is supposed to be permanently coupled, only the vestibule end will have the HOG connectors. The cab end will not have the HOG IV connectors, but it will still have the UIC cable port available for those situations where the the train may have to be rescued by another loco.
