In my opinion, another reason might be the lower availability of Electric locos equipped with High rise pantographs. Right now, only WAP-1 and very few WAP-5 are equipped with WBL-85 HR pantos (TKD + GZB). So always ensuring the availability of such locos for a mere passenger train is not prioritised in NR.

OMG! Houses are built very near to track in such a way that there is no place for OHE poles
