Just to clear a few things, that document is not exactly the proposed schedule by SWR.
It was just a proposal by the CPTM (Official who looks after the Passenger transport segment) to all the concerned officials. In this case, the proposal was addressed to the chiefs of the Rolling stock, locomotive, Operations, Electrical and commercial departments of UBL and MYS divisions and SR.
All these officials (from MYS, UBL and SR) review the proposal, check the feasibility and decide the final schedule.

more... These schedules are simply based on the demands raised by the concerned people (passengers, MPs or Officials) and are NOT based on actual feasibility. Once this proposal is sent out, then the officials concerned with the traffic, rolling stock, locomotives etc decide if the schedule is feasible or not.
Even for a train running completely within SWR, such a proposal has to be approved by all the divisions through which the train is passing.
In many cases such proposals are turned down by the officials of same zone/division that made the proposal. This is because the people making these schedules are just making it based on demand and do NOT know anything about the feasibility of that proposal.
