It's a significantly challenging section. I would not be surprised if the electrification was delayed for so long because of doubling. There are many other sections where electrification was stalled for so long because the section had to be doubled as well. Some examples that come to mind are AWR-BKI, AII-MJ, and ABR-RANI. Only recently, due to the increased prioritization, could electrification speed pick up. I hope it goes similarly for CPU-CAR.
