Sir, there are 3 DLS in R(1MG and 2 BG). MG DLS was opposite to R station from where it has now shifted to kendri with help of state govt. fund of 7 crores as state govt decided to build expressway from R station upto kendri so tracks were removed. But now due to GC trains are being abandoned so it is of no use.
Also there are 2 BG DLS (one new and other old one) in WRS area at two different sites. I think one of them can easily be upgraded to ELS with limited fund as tracks and sheds are there in both of them(only needs to be upgraded or expanded).

There are three DLS in Raipur (1 NG + 2BG).
The old NG dls adjacent with pf6 of raipur jn earlier moved to teli bandha and now has been shifted to kendri and will be there till NG trains bw kendri-dhamtari and rajim continue operation.
As for the two dls BG complexes, they had already shifted routine maintenance activities from old wrs colony shed to new complex half km ahead adjacent to waltair line.

all major diesel lines like itwari-chhindwara and nainpur-jabalpur already nearing electrification, just three sections of durg -dalli rajhara and nainpur-chhindwara/nagbhir-itwari(post GC) will be remaining.
They have also stopped taking more diesel working staff in the shed( as told by my SSE friend posted in GOC shed who was trying to take transfer to raipur)
So, yes they can convert raipur dls to els but before that bsp els have to start its operation in full swing with independent allotments from production units.
