Change of Boarding station may be done once.
One has to apply at at CRC (Computerised counter) before 24 hours of trains departure (practically departure charting station, which covers the boarding point).
Even E /I -ticket holders can enjoy this facility.
Normally...
more... on the strength of original CRC / I ticket or prin of an E ticket, the boarding points are changed but some countermen may require ID proof of one of the passengers in the ticket.
If the ticket is from C to H, changed boarding point may be any of D, E, F or G but can not be A or B (Can not go back from existing point of boarding).
*
Boarding point change is free of cost (I wonder, why IR does not levy here) .

Since, most of the trains are vestibular now a days, there is no rule for waiting till next halt. Yet, TTEs have to wait for local boarding points Like if a train starts from New Delhi and passes (with halt) through Nizamuddin, TTE will wait till Nizamudding. Same cases may be there in Mumbai (from Mumbai Central) where the TTE will wait for Dadar and Borivali.
