why wd have japan given that amount at that low interest?
becoz they want to showcase their bullet train to other countries and market themselves better than rival china.

* A lot has been done about Bullet train from completion of necessary studies, clearances, final location survey, soil-site studies, design of permanent way, the arrangement of soft loan and signing of MoU, First tender for starting of construction activity already floated which is slated to begin by end of 2018. This is possible only due to continuous effort of the govt.
