Checking proper maintainence, quality of tracks, safe tracks, rakes, good working locos, clean and neat coaches are needed. so heavy improvement in infrastructure needed. especially in development of locos, stable lines, pit lines.
railway must improve tracks on first priority and then LHBfied those train having bad ICF coaches condition.. then railway can think all ur points mentioned

Instead of going for third/ fourth/fifth lines, it is better to dedicate 2 lines for slow & heavy freight trains and 2 lines for lighter & faster express trains.
