Here's how the Ministry of Railways must deal with ones who defaced Tejas Express:
1) Check for the corresponding seat number where damage and theft occurred;
2) Issue an official order to the ones travelling on those seats, ordering an explanation for the damage. They must be given a 7-day window. The address or email can be tracked through their Government IDs;
3) If...
more... they fail to reply, release the names as a list online and let them be the first names of a list similar to the 'no-fly list' for Tejas express.
4) Impose heavy fines on the spot, and upon refusal to pay, detain them with their luggage.

If These persons are end to end travellers i.e. mumbai to karmali, they should not be allowed to make reservation in any of premium trains like shatabdi,raj,duronto,janshatbdi aur garib rath in future.
