Historically, SWR (aka Bangaluru/Hubli) had never been a match of SR (aka Chennai) because of following reasons:
(1) SR is one of the oldest zone and one of the 4 focal points (Other 3 being Kolkata, Mumbai & Delhi), which mark the development of railways in India since last 16 decades. Bengaluru on the other hand came into prominence since last 25-30 years especially after it became major IT centre of India.Hence the existence of much poor rly network of SWR as compared to SR. SR (unlike SWR) is well connected to all the major cities through fast & convenient rail network.

(2)SR serves major population centres (5lac+)like Chennai, Coimbatore, Madurai, Trichy, Salem, Erode, Tiruppur, Kochhi, TVC, Calicut, Manglore etc where as SWR have only SBC, Mysore, Hubli. SWR is primarily a freight railway where as SR is primarily a passenger traffic Railway.
(3) SR includes important rail lines like MAS-TVC/MDU/RMM/Gudur where as SWR have to be satisfied with SBC-Londa/DMM which is no match.
(4) Posting of SR GM at Chennai is in favor of more trains/facilities to Chennai as compared to SBC.
(5) 3 decades back, SBC was absolutely a no match with Chennai as far as Rly facilities/ connections are concerned. But after constitution of SWR HQ at Hubli, the things started changing fast, atleast in the matter of train connectivity with other cities. But rail line and other infrastructure still lags by wide margin.
(6) However the SWR is gradually catching up and it will take a long time to finally catch up Chennai. Today much depends on how much interest and participation Karnataka State govt. take in development of Rail infrastructure in the state/SWR.
