The report states that the fare of ACII & ACI classes are already too high where as fares of ACIII, non ac SL, and general classes are relatively lower. Hence the proposed safety-cess on passenger tickets shall be kept lower for ACII & ACI classes and kept high for ACIII, non ac SL, and general classes!
Fact is: Today, IR is earning profit only from ACIII class and the fare of ACIII is high enough that an ACIII coach give more revenue to IR than coach of any other class.

more... to be yet another move by IR, to grind the middle class who cannot afford the luxury of spacious and comfortable ACII and can hardly afford the cramped ac travel in acIII class. Soon ACIII fares shall be just notch below the ACII so that it is just cheaper than air fare. IR appears to be in a mood to stretch the ACIII rubber to maximum limit. But this thinking shall offer a great opportunity for the bus operators to introduce more comfortable ac sleeper buses (with toilet facility), to poach upon the ACIII rail travellers.
