These are speed limits for different track construction/maintenance standards. In the pic, you can see beside the '130' number, that the track maintenance standard is mentioned as 'C & M I Vol I'. 'C & M I Vol I' standards are basically civil and mechanical engineering standards that are to be followed during track laying and maintenance, if the route has to support high speeds trains. This is informally called the 'Rajdhani standard' of tracks.
These markings mean that, on tracks constructed and maintained to Rajdhani standards ( or C & M I Vol I standards to be technical), the coach can be run at an MPS of 130 kmph. On other tracks, which are constructed with...
more... lesser standards ( like branch lines and non-important routes), the coach can me run at an MPS of 105 kmph only.
