MPS depends both on the load hauled and the gear ratio of the loco. In this case, the gear ratio is the limitation. And if the MPS of the loco is increased to 110, then it will loose some hauling capacity as for a fixed locomotive power ( 6350 HP in this case), you can either get high MPS or high hauling ability but not both.
I think the speed limits of 105 kmph that you mentioned are for routes that are not maintained to C & M 1 Vol 1 standards ( in simple words, routes not maintained to Rajdhani standards). RDSO releases speed certificates for multiple track construction and maintenance standards. You can find

Here Frieght locomotive mps is 100kmph is valid when it is hauling a freight train.But when freight locos like Wag7/9 Wdg3a/Wdg4/D hauling a Express or Rajdhani Shatabdi their mps increase upto 110-120kmph b coz these trains' Time Table is set on their speed which is 110-120.If these loco runs on 100 mps with these train then they don't reach next station on time.As a result train gets delayed by many hours.Thats why when freight loco hauling a passenger train their mps increased

Yahi baat mai bhi keh raha hu & according to acceleration mass concept using Newton's big equation the time rate of change of the velocity (directed speed), or acceleration, , is directly proportional to the force F and inversely proportional to the mass m of the body; i.e., a = F / m or F = ma; the larger the force, the larger the acceleration (rate of change of velocity); the larger the mass, the smaller the acceleration. Freight ka mass passenger se zyada hota hai so larger acceleration is required but wahi agar normal passenger ko haul kare to 110 can be easily achieved.....jaha tak baat hai ot ki to saari train bsk kai piche hi thi yaha tak ki 130 mps puru ko bsk ne cnb se gzb tak troll kiya ab agar loco 90-100 pe tha to puru to NCR me ot karna chahiye but bsk regularly trolling...
