Quantity is emphasized and not the quality. Targets/achievements speak of the number of coaches/ wagons/ locos overhauled, but not about the performance of what % of the overhauled were up-to mark.
We speak of record and not its practicability. Our BG tracks are designed for 160kmph speed. We speak of Route Kms/ Track Kms with pride, but we never speak about what % of BG tracks are fit for the designed speed. In our case even 110 kmph may be permitted on about 15-20 % of total RKMs only.

In SNCF (French Rlys) about 60% of passengers travel by TGV trains & only 40% on conventional trains. In our case 160kmph is experienced by less than 0.00001%!
