HWH JU Just reached Agra Fort and SDAH AII is standing 2 kms behind it at Yamuna Bridge. There is not even 4th train to arrive in next 2 hrs at this 3 Platform station! Why don't they get SDAH AII to Pf No. 2, instead of making it stand for 25 minutes??

Height of Stupidity nahi hai Yeh Logical Decision bolte hai ise.
There are some restriction On that Section.
1. BOTH OF THEM needs to change Loco at AF , AF loco Siding is on PF1 Side , When loco is changed PF-2/3 needs to be Vacant so that Loco Change can Happen dur to space Restriction.

is also an Important Train it needs to be placed only on PF 1 , here also One Logic is that it's also a 24 coacher train , At AF only Pf 1 is capable of handling that coacher train. of 2 and 3 are too short.
2. As mentioned only PF 2 and 3 are left out,of which if PF 3 is occupied , PF2 needs to be Vacant so Loco,Change can happen One At A Time.
IF Sealdah Ajmer was allowed to Occupy pf 2 then Loco Change was impossible due,to Bloacked of Line due to Coaches. So only way was to Let PF2 Vacant and Perform LC for one train at a time.
Earlier due to Incidents of passengers falling on Track due to Short lenght , DRM Agra instructed to minimize usage of PF 2/3 for 24 Coaches train and use only PF1 wherever possible.

Reply to your both the points:
1) If being a 24 coacher is the hurdle then why dont AII SDAH and JU HWH come to Pf 1? Why they always come at Pf 2? Look, after departure of 12988, no train is there to come at Pf 2, but still these 3 trains coming from KOAA/SDAH/HWH are standing in queue station wise in TDL AF section.
2) FYI, Loco dont change direction here. Instead Electric Loco gets replaced by Diesel. So availability of free line is not important as Diesel loco can be

Both diesle and Electric loco Stand at JAB End , Agra Fort Side adjacent to PF 1 , it block the line while reversing Electric loco to Siding and Diesel loco on other side.
