I'm from Kumta, KA & I check out this train regularly. There's a huge demand for it. Basically, according to train rules, the starting station has a General Quota, and they can't change that to give other quotas. The quotas you mentioned apply from the middle stations. Also, there's this whole thing about money-sharing between different zones, like a cold war. The station where the train starts makes the most money, then the one where it ends. The middle stations get less cash. When they rushed to get the train going, it was just a basic train between Karwar - Vasco - Karwar, 'cause the new platforms at Madgaon weren't ready. Karwar makes some money for maintaining/cleaning/watering/fueling & stuff. If they extend the train to Vasco, Karwar loses that cash + more. So Karwar ain't keen on sending it to VSG, SWR. Same goes for the Mangalore-Madgaon Passenger, Mangalore-Madgaon VB, or the old Mangalore-Madgaon Intercity. They don't extend it even when there's no train from Vasco to Mangalore or down south. On the other side, VSG, UBL Div, SWR ain't keen on taking it 'cause they have a bunch of Freight going to or from Murmagao Harbour, and their tracks are always full.
