I totally agree with you that each and every state has equal right in lhbification. but for that concerned zone need to show some proactiveness in the following order:
1. try to remove maximum no. of psr/tsr and speed restrictions due to natural/artificial barriers as far as possible.
2. try to secure more and more unmanned level crossings ( max. in rajasthan and north eastern states)
3....
more... repair and maintain old bridges and tunnels
4. increase section mps.
5. demand lhb rakes.
(I have not included electrification as it has no direct impact on lhbification and whether or not a route is electrified depends upon that route's commercial potential.)
If they do that in reverse order they won't be getting much on the ground. On the contraray they would loose 4 coaches per rake( max coach limit in lhb is 20 ( excluding EOG)
as far as safety is concerned, lower the section mps lower the damage due to accident. If accident ocus in 130 mps section more human lives are going to be lost.
In the end, all regions have equal right fr lhb but its not possible to give all of them at once
