Per Capita income is definitely a criteria but in last 20 years, Per capita has been increased by 5 times.

And fare of Sleeper class 20 years ago was around 20% of current fare of AC 3rd Class.

I still do not recommend to reduce Sleeper coaches without proper justification but atleast punishment charges must be increased.

If passengers will purchase waiting ticket then Railway will have idea about requirements of new trains but UR ticket holders entering in Sleeper and AC coaches is big big issue.

The major problem is just 250 fine and difference of fare. This fine must be increased because even Tatkal ticket of 3rd AC become costlier then taking UR ticket and enter in 3rd AC coach with paying fine and fare difference.

Last Moment travelers can also take waiting ticket for avoiding fine.

Major problem is with fake poor people.

They take UR ticket from window for saving money and then reach at platform.

After seeing horrible condition of UR coaches, earlier they used to move to Sleeper coaches and argue with TTE for taking difference of fare but since now Sleeper coaches are also Jam packed so they have started moving towards AC coaches.
