SBC and MAS are on railway map from ages. A new train service does not bring a novelty value (even if the train is a DD). But Tikamgarh is the latest addition on railway map. It will now come into mainstream from the oblivion. So, the decoration fits the occasion.

region is one of the most neglected regions in India. We have not been able to provide with rail connectivity in most of the places even after 60+ years of independence from British rule!
Rail connectivity in Madhya Pradesh has been very poor. The development has been ignored (rather denied) for last 60+ years.
It is natural for the public in this area to show enthusiasm over a new train (a new rail line connecting Tikamgarh with Jhansi, via Lalitpur). It does not matter if the train is not a DD, but is a mere passenger train. Let this new line evolve and reach farther, more new trains will eventually start. Maybe then you will not see such decoration and enthusiasm.
