May 17, 2017: Lack of drinking water supply in the Aastha Special Tourist Train has led to the death of three pilgrims who went for a pilgrimage at various places in North India.
The deceased have been identified as Runumi Hazarika of Dibrugarh, Upen Deka of Baihata Chariali and Binay Kumar Goein of Pandu.
650 pilgrims from the states of Assam and West Bengal had boarded the train on May 10 at the Kamakhya Railway station.

Railway authorities had raised Rs 8100 per pilgrim which include the fooding, lodging and every other expense. Several passengers urged the Railway authorities to provide drinking water after the end of the day's program near a railway station in Agra on Tuesday.

PANDU, Feb 4 - The National Joint Council of Action – a joint forum of employees of the Railways, Posts, Defence, Audit and Accounts, Income Tax and other bodies – has rejected the alleged anti-labour recommendations of the 7th Central Pay Commission (CPC) and sought their review in a rejoinder submitted to the Government on December 10, 2015. The Council is seeking a bilateral settlement between the Government of India and the Council of Action of Central Government employees by the first week of February, failing which the Central Government employees will be compelled to launch an indefinite strike in the Railways, Posts and other Central Government departments from the first week of March.

Government, the Council, in its meeting on December 8, 2015, decided to launch a series of protests. As part of the programme, dharnas were staged all over the country on January 19 and 20.
A dharna was staged by Central Government employees at Jantar Mantar, New Delhi, on January 19. Simultaneously, dharnas were organised at different places of all the divisions of the NF Railway on January 19 and 20.
Dharnas were staged in front of the Maligaon Railway headquarters, Guwahati, Lumding, Tinsukia, Rangiya Junction, Alipurduar Junction, Katihar Division and other places.
The NF Railway Mazdoor Union expressed the hope the Central Government would initiate a discussion and arrive at a bilateral settlement on all the issues submitted by the Council and All India Railwaymen’s Federation to the Railway Ministry to avoid any confrontation with the employees.

PANDU, Dec 8 - Rakhal Das Gupta, general secretary, NF Railway Mazdoor Union and president, All India Railwaymen’s Federation has expressed the total dissatisfaction of the railwaymen and other Central Government employees on the anti-labour report of the 7th Cental Pay Commission.
In a statement, Das Gupta said that the staff side of JCM, National Council had demanded minimum wages of Rs 26,000 pm from January 1, 2014 on the basis of agreed formula of the 15th Tripartite Labour Conference held as far back as 1957. price/cost of other commodities, far below market rates and recommended that it be effective from January 1, 2016 instead of January 1, 2014, when the quantum of dearness allowance reached 100 per cent.
Rates of all allowances have been reduced from the existing rate by 20 per cent. Presently, rate of house rent allowance of Guwahati and Siliguri is 20 per cent. The same has been reduced to 16 per cent. At other places HRA of 10 per cent has been reduced to 8 per cent and many allowances and advances like puja advance etc., have been abolished. The rate of payment of special duty allowance (SDA) granted to the Central Government employees, working in NE region has been reduced from 12.5 per cent to 10 per cent while for IAS, IPS, IFS officers the same allowance has been recommended at 30 per cent. The child care leave now available for two years with full pay by the child bearing women employees has been reduced to 80 per cent of the pay for full second year of child care leave.
The new pension scheme implemented arbitrarily for those employees appointed on or after January 1, 2004 and thereby reducing pay and dearness allowance by 10% in comparison to their counterparts appointed prior to 1.1.2004 has been retained of treating them at par in the matter of pension and family pension.
Das Gupta said that in many cases take home pay of employees would be less than the present level. The difference of pay between minimum and maximum, instead of being reduced has been further widened from 1:11.43 to 1:12.5, violating the letter and spirit of Article 38(1)(2) of the Indian Constitution wherein it has been laid down that attempt should gradually be made to reduce inequalities.
The increase of pay and allowances across the board was 14.2 and 20.6 per cent by 2nd and 3rd CPC which led to the indefinite strike of 1960 by All Central Government employees and historic 20 day-long strike of 1974 by railway employees after which the same was gradually increased to 27.6, 31 and 54 per cent during 4th, 5th and 6th central pay commissions respectively, but again the same has been brought to down to 14.29 per cent, causing total dissatisfaction and anger among all the railwaymen and other Central Government employees.
He said as a first step, all India Black Day was observed by all Central Government employees throughout the country on November 27, 2015, where the protest response was spontaneous.
Das Gupta said that the NF Railway Mazdoor Union, All India Railwaymen’s Federation and Staff Side, National Council/JCM have demanded review of the report bilaterally and to administer justice in the interest of industrial peace in the Indian Railways and other Central Government services, otherwise there would no alternative left for the employees to go for an indefinite strike in a bid to secure justice.

PANDU, Sept 25 – A delegation of the NF Railway Mazdoor Union, headed by Rakhal Das Gupta, president of the All India Railwaymen’s Federation (AIRF) and general secretary, the NF Railway Mazdoor Union, along with Professor Ramani Barman, president of the NF Railway Mazdoor Union and ex-Education Minister of Assam, met Sadanand Gauda, Union Minister of Railways, at the Railway headquarters in Maligaon recently.

The Indian Railways has seen many ups and downs in its long journey. Different projects like Own Your Wagon (OYW), Built Operate Lease and Transfer (BOLT) and Public Private Participation (PPP) were introduced, but they could not become operational, Das Gupta pointed out.
He said that Railwaymen work round the clock, braving all odds, to keep the rail wheels on the move. At a time when developed countries like the USA are reeling under an economic depression, the Indian Railways has a cash surplus of Rs 66,804 crore after discharging dividends for general revenue and other liabilities.
While the prices of all essential commodities have increased, the passenger fare per kilometre in the Indian Railways increased only from 22.9 paise in 2000-2001 to 28.5 paise in 2012-2013, which is an increase of 0.43 per cent per annum.
Railway is the poor man’s transport and it should not be left at the mercy of foreign investors. The NF Railway Mazdoor Union and the AIRF are totally opposed to the decision of inducting FDI into the Indian Railways and will request the Government of India and the Ministry of Railways to reconsider its proposal for the common good of the people of the country in general and Railwaymen in particular.
Das Gupta also demanded the scrapping of the new pension scheme and called for provision of pension and family pension to all Railwaymen. Railwaymen appointed on or after January 1, 2004 have been discriminated against by imposing the new pension scheme on them.
After a discussion with the federations, the sitting MR’s predecessor addressed a letter to the Finance Minister on March 29, 2014 to cover all Railwaymen under the pension and family pension scheme irrespective of their date of appointment. He called for steps to scrap the new pension scheme and grant of pension and family pension to all Railwaymen irrespective of their date of appointment.
Das Gupta handed over a memorandum to the Minister of Railways, comprising the demands of the Railwaymen which include review of the decision to bring FDI in the Indian Railways, scrapping of the new pension scheme, improvement of medical facilities at the NF Railway, setting up of medical colleges in Guwahati and Dibrugarh at the NF Railway according to the announcement of the then Minister of Railways on the floor of Parliament during her Budget speech, development of the Eastern and North-eastern regions, development of the rail infrastructure at Lumding, grant of travelling facilities to Railway workers and their family members during the ‘mega block’ for the conversion of MG into BG along the Lumding-Badarpur-Silchar route, provision of security during the ‘mega block’ for the conversion of MG into BG along the Lumding-Badarpur-Agartala route, setting up of a coach manufacturing factory at New Bongaigaon, and repair of quarters, roads and drains in Railway colonies. Other issues like acute crisis of drinking water, frequent failure of electricity, filling up of vacant posts, increase in the rate of special duty allowance granted to the staff of the NE region by 25 per cent with effect from January 1, 2011, etc., were also raised in the memorandum.
