The Garib Rath concept was a big success, no GR trains ran empty unlike HS trains these days.
To improve the ratio, IR should stop allocating useless HS trains to places where they are not feasible for pleasing the public to get votes. Instead a normal m/e or sf lhb train can be a very good option for same work.
If IR can stop the useless expenses then we can reduce this profit issue to some extend.

AC3E IMO is a good option as railway is giving the fare cut but it will eventually come in equal to AC3 as the seats per coaches has increased from 72 to 83. So the earning from 3E will not impact the IR's profit.
If we can save some money on our journey then doesnt want this.

* AC3E was also a good idea and a great hope for SL class travellers, but practically it turned out to be useless for them.
* Similarly unreserved AC class is also a good idea at present, but what it will turn out shall depend on the fares. If fares are again fixed close to AC3E, then what???

* NonAC general cost about 60% of non-AC sleeper. Then ac general too should cost 60% of AC3 i.e. about 1.5-1.6 times that of sleeper fares or about 2.5 times the current non-AC general class fares.
* Fare of Mumbai local AC general class should be bench mark for fixing fares of the AC general class coaches in long distance trains. Mumbai local ac fare from churchgate to Virar (60kms) is Rs 20 in Non Ac general class and Rs. 220 in AC general class. If IR keep AC general fares a good 11 times the non-ac fares in suburban trains, then it would be very interesting to see what shall be fare for AC general coaches in outstation trains.
