Train will be taking 50min for 4.2km from Ibrahimpur to Bijapur so i assumed it may be regulated at ibrahimpur for 40min because as per present TT it takes 9min for 4.2km. It will halt at Bijapur for 10min only asusual and TT after Bijapur towards solapur is same no change in that which shows works between minchinal-bijapur are not going to affect TT or works might be almost complete in this stretch.

If they wanted to halt at Bijapur for half an hour then they would be showing arrival at Bijapur around 5.45 am not at 6.35 am na? And also TT post Bijapur is not changed which shows some where between bijpaur and ibrahimpur due to some doubling works they might be regulating this train at Ibrahimpur but one more doubt is they should have mentioned proper duration for revised timings. But here its permanent time changed means you are right it will be made to halt at bijapur for water refuiling purpose.
