Agree. It is the passengers who are responsible. The attendant needs to give a count at the end of the journey and if there are any shortages, it is deducted from his salary. So highly unlikely that he will only try and steal.The only area where attendants are bit careless is not collecting the linen from passengers immediately before they alight especially with regard to intermediate stations. If they keep a proper track of boarding/alighting, they should ideally go to passengers just before alighting and collect it instead of sometimes waiting
